1. How do I register to speak at a City Council meeting?

To speak in person at a Council Meeting, print and fill out a City Council Meeting Speaker Request Form, or pick one up at City Hall, and give to staff at the meeting. 

Do not email completed Speaker Request Forms.

2. If I don't want to appear in person to speak, can I still comment?

Yes. there are three ways to comment remotely.  

During regular meetings, citizens have the opportunity to submit their comments to Council remotely through the following channels:

3. How long may I speak at a City Council meeting?

• The Mayor or Meeting Chair will determine the amount of time people will have to speak.
• Every person will have the same amount of time to speak.
• Each speaker must complete a speaker request form and submit at meeting to city staff. Do not email completed Speaker Request Forms.

6. How can I see the agenda for an upcoming City Council or Board meeting?

All City Council and Board and Commission agendas are posted on the city 's web site at least 72 hours before the meeting.

8. How can I view videos of meetings?

City Council and Planning and Zoning Commission meetings are aired live and in rebroadcast on AT&T U-Verse channel 99, Spectrum Cable channel 16 in McKinney, on the city's website or via the internet. All meetings are archived for on-demand viewing on the city's website or in Legistar.

9. What can I expect at a Council Meeting?

The meeting will begin with a call to order once 4/7 council members (quorum) are present. Council begins with an Invocation and the Pledge of Allegiance. The meeting then moves into citizen comments and Proclamations. Council will then act on the consent agenda. These are usually non-controversial or housekeeping items that can be approved without discussion and in a group. Council next considers regular agenda items individually. These items may be related to resolutions (non-legislative matters) or ordinances. Council takes action on an item when a member makes a motion, has it seconded, and approved by the majority. After the regular agenda, council can allow for more citizen comments and then has the opportunity to make comments themselves before ending the meeting.
